Partnership is when two sides, in this case the funder and funded, have equal input in defining the content of the supported work and the distribution of the resources. In principle, partnership aims to neutralise the power relations at stake in any form of institutional funding, but as long as the financial means are not equally distributed between partners, partnership is really the most advanced type of support built gradually and on a basis of growing mutual trust and understanding. Partnership could lead to the gradual equalisation of roles and mutual empowerment of the involved sides.
