The first action of stage 4 which took place after the Blue House had already proposed activities in October 2006 but actually happened before the official start of stage 4 in January 2007. In most funding agreements however it is unusual that money is given for an action that took place prior to the offical timeframe of the funded activity. But in this situation, the Blue House needed to expend, unexpectedly and at short notice, in order to grant cultural asylum to artist and migrant Cheikh papa Sakho. They could only do this knowing that they would be reimbursed several months later. Only in knowing that there was a mobility in shifting funds in time was the Blue House able to pay and grant cultural asylum to and initiate the first action of stage 4 Hospitality before the formal start date.
